Sometimes, as a result of a review, it is decided that more specialist or a higher level of support is needed. This is may be because the child:

Continues to make little or no progress
Continues to work at a level much below that of children of a similar age
Has emotional or behavioural difficulties which interfere with his/her learning and that of the group
 
Has sensory or physical needs which require additional equipment or support from a specialist service
 
Has communication difficulties which make it difficult for him/her to develop social relationships and cause barriers to learning
